Vehicle Activated Signs

The following is the Presentation made to the Parish Councillors by Peter, during the period for Public Participation, at the Parish Council Meeting on September 4th.

Vehicle Activated Signs (VAS) for Overstrand


I raised the issue of speeding through Overstrand along the coast road with Norman Lamb earlier in the year. His team have pursued the issue with Norfolk County Council Highways Department who were unable to assist and Norfolk Constabulary who have subsequently carried out speed checks.

During the week June 5-12th 39,107 vehicles passed though the village of which 4181 were above the speed limit. Potentially this is 200,000 vehicles a year speeding through Overstrand. In August speeds of 47 and 48 mph were recorded in the 30mph zone approaching Pauls Lane and not far from the school.

I have spoken to PCSO Elaine Roberts about running more speed checks but the police are resource constrained particularly during the holiday season.

Vehicle Activated Signs (VAS) are acknowledged as being effective in curbing speeding and are sited at a number of villages along the coast.

The Norfolk County Council Parish Partnership Scheme caters for the funding of Vehicle Activated Signs (VAS).

30 Parish Councils applied for funding in 2013. 16 received fully funding and 12 were part funded. Trimingham just along the coast road received funding of 75%. Notably Trimingham has no school in the village.

Speeding is an important issue for Overstrand parishioners, particularly for those living on the coast road. Requests have been made in the past at Annual Parish Meetings for an illuminated speed signs.

If Trimingham can obtain funding so should Overstrand particularly as our school is located on the main road. The cost for Trimingham having two signs installed and maintained is £3250 which will be taken from their general reserve.

The Parish Partnership scheme for 2013 has closed now but I have contacted Norfolk County Council and it is hoped to run another in the near future. Therefore I would like to ask the Parish Council to be in the position to bid for funding when the new scheme becomes available.
